It's an interesting book, and that quote is not the focus of the book, or even the chapter I'm reading, but it sure got my attention.
How do we change this??

Well, we might start by letting people stay locked out of their office so they cannot pollute the atmosphere by driving too much.
Or, by condemning violators of our ethics to grow pumpkins for the public good.
